Hayley Proctor, P.E.
Engineering Associate at Wiss, Janney, Elstner Associates, Inc. (Pronouns: she/her/hers) Hayley is an engineering associate at Wiss, Janney, Elstner Associates in the San Francisco Bay Area office. She is a licensed civil engineer in California, and holds a Bachelor’s degree in civil engineering and a Master’s degree in structural engineering from UC Berkeley. She joined WJE in 2018, where she mainly works on forensics, evaluations, analyses, repairs, and retrofits of existing structures. Hayley joined the SEAONC SE3 Committee in 2019, co-led the Diversity & Inclusion task group for 2019-2020, and the Racial Equity task group for 2020-2021. |
Curtis Siegfried, P.E.
Design Engineer at Degenkolb Engineers (Pronouns: He/Him/His) Curtis is a Design Engineer at Degenkolb Engineers in the Oakland office. He is a licensed civil engineer in California, and holds a Bachelor’s degree in civil engineering and a Master’s degree in structural engineering from UC Berkeley (Go Bears!). He joined Degenkolb in 2016, where he mainly works in the healthcare and existing structures practice areas. Curtis joined the SEAONC SE3 Committee in 2020 and quickly joined the Racial Equity and Diversity, Equity, & Inclusion task groups. |

Priscilla Nguyen, P.E.
Civil Project Engineer at Pacific Gas & Electric (Pronouns: she/her/hers) Priscilla is a civil project engineer at PG&E in the San Ramon office. She is a licensed civil engineer in California, and holds a Bachelor’s degree in architectural engineering from the University of Texas at Austin and a Master’s degree in civil engineering (with a structural engineering focus) from Stanford University. Priscilla joined PG&E in January 2021, where she provides civil/structural engineering support for substation projects located throughout PG&E’s central and southern territories and is the Communications Director with the Women in STEM (W-STEM) employee resource group. Prior to PG&E, Priscilla was a Designer/Design Engineer at Degenkolb Engineers in the Oakland office, where she helped found the Diversity & Inclusion Group. Priscilla joined the SEAONC SE3 Committee in 2020 and is part of the Racial Equity task group. She is also the Professional Development Director for the San Francisco Bay Area professional chapter of the Society of Hispanic Professional Engineers (SHPE). |
Kaat Ceder, P.E.
Engineering Associate at Wiss, Janney, Elstner Associates, Inc. (Pronouns: she/her/hers) Kaat is an engineering associate at Wiss, Janney, Elstner Associates in the San Francisco Bay Area office. She is a licensed civil engineer in California, and holds a Bachelor’s degree in civil engineering and a Master’s degree in structural engineering from UC Berkeley. Kaat joined WJE in 2019, where she focuses on the repair and retrofit of existing structures. She also coordinates WJE San Francisco's DEI group along with Hayley. Kaat joined the SEAONC SE3 Committee in 2019 and is part of the DEI and Racial Equity task groups. |

Tiffany Hwang, P.E.
Senior Civil/Structural Engineer, SpaceX (Pronouns: she/her/hers) Tiffany is a Senior Civil/Structural Engineer at SpaceX, based at Starbase in Brownsville,TX. She was formerly a bridge engineer based in the Oakland, CA, office of COWI, where she was a project engineer for the detailed design of the Iron Horse Trail Bollinger Canyon Rd Pedestrian cable-stayed bridge in San Ramon, CA; Nærheden cable-stayed bridge in Denmark; and the Wellsburg network tied-arch bridge in WV. Tiffany earned her B.S.E. at Princeton University and her M.S. at Columbia University, both in civil engineering with a focus on structural engineering. Tiffany served as the 2020-2021 SEAONC SE3 Committee Chair and was co-founder and co-chair of COWI’s Hattie+ Women’s Network in North America. She also traveled to Rwanda to construct a suspended pedestrian bridge with the non-profit Bridges to Prosperity in 2019. |
