Tiffany Hwang, P.E.
Bridge Engineer, COWI North America
Tiffany is a bridge engineer based in the Oakland, CA, office of COWI. She has been a project engineer for the detailed design of the Nærheden cable-stayed bridge in Denmark; the world’s next longest suspension bridge, the Çanakkale 1915 Bridge in Turkey; and the Wellsburg network tied-arch bridge in WV. She has worked at COWI’s headquarters in Copenhagen, as well as the New York and Oakland offices. Tiffany earned her B.S.E. at Princeton University and her M.S. at Columbia University, both in civil engineering with a focus on structural engineering. Tiffany serves as the SEAONC SE3 chair, led beta testing efforts for the 2020 NCSEA SE3 Survey, and is co-founder and co-chair of COWI’s Women’s Network. She also volunteers as a statistics tutor for formerly incarcerated students at Project Rebound, which is a gateway to undergraduate education at San Francisco State University, and traveled to Rwanda to construct a suspended pedestrian bridge with the non-profit Bridges to Prosperity in 2019.

Hayley Proctor, P.E.
Engineering Associate at Wiss, Janney, Elstner Associates, Inc.
Hayley is an engineering associate at Wiss, Janney, Elstner Associates in the San Francisco Bay Area office. She is a licensed civil engineer in California, and holds a Bachelor’s degree in civil engineering and a Master’s degree in structural engineering from UC Berkeley. She joined WJE in 2018, where she mainly works on forensics, evaluations, analyses, repairs, and retrofits of existing structures. Hayley joined the SEAONC SE3 Committee in 2019, co-chair the Diversity & Inclusion task group for 2019-2020, and is exciting to be co-chairing the Racial Equity task group for 2020-2021.
