​Jenny Van Truong, C.E., SC Solutions
SYMPOSIUM SUBCOMMITTEE CO-CHAIR

Jenny Van Truong is a California licensed Professional Civil Engineering, practicing structural engineering. She is inspired to improve the community through the design of new structures as well seismically retrofitting older structures. In addition to her work experience, she enjoys being involved with local professional organizations such as the American Society of Civil Engineers (ASCE) and the Structural Engineers Association of Northern California (SEAONC).

Kate Spiesman, ZFA Structural Engineers 
SYMPOSIUM SUBCOMMITTEE CO-CHAIR

Kate Spiesman has been a structural designer at ZFA Structural Engineers’ San Francisco Office for three years. Since joining ZFA, she has worked on a variety of seismic retrofit and new construction projects in the commercial, energy, and residential sectors.  She has been an active contributing member of the SEAONC SE3 Committee since 2018. Kate completed her Master’s in Structural Engineering at UC Berkeley, and her Bachelor’s in General Engineering at Harvey Mudd College.

Zahraa Saiyed, P.E.

​2017-2018 NCSEA SE3 OUTREACH LEAD, RESOURCE GUIDE 

Zahraa Saiyed, P.E., is a co-founder of Scyma Design + Consulting, a research associate with MIT’s Urban Risk Lab, and Adjunct Professor of Architecture and Community Design at the University of San Francisco. Zahraa’s work in disaster risk reduction includes projects with the Urban Risk Lab and the World Bank in Peru, Haiti and San Francisco. Zahraa is a promoter of seismic safety legislation and leads the Earthquake Engineering Research Institute's Public Policy and Advocacy committee and sits on the Resilience Education Working Group with the American Institute of Architects and is a Board Director of the Northern California Chapter of the Earthquake Engineering Research Institute. In addition, she works with the City of San Francisco’s Earthquake Safety Implementation Program on shelter-in-place and building safety for post-disaster scenarios in San Francisco and the greater Bay Area. Zahraa has lectured both domestically and internationally on the built environment and disaster risk reduction. In the past, she has in taught at Stanford University in the Geophysics department and at M.I.T.'s Civil and Environmental Engineering department. Zahraa holds a B.A. in Architecture from UC Berkeley, an M.S. in Building Technology and an M.Eng in Structural Engineering from M.I.T.    ​​​ ​​

Hayley Dickson, P.E.
2017-2019 SEAONC SE3 CO-CHAIR

Hayley Dickson, P.E. is an Engineer at Forell/Elsesser Structural Engineers in the San Francisco Bay Area. She is a licensed civil engineer in the state of California, and earned her Bachelor’s and Master’s degrees in Civil and Structural engineering from Santa Clara University. Since joining the firm in 2013, she has worked on a variety of new construction and retrofit projects in the higher education, government and corporate sectors. These projects have included a range of materials and analyses, including nonlinear and response spectrum analysis of concrete shearwalls, steel moment frame, buckling restrained braced frames, and base isolation. She is involved in several industry organizations, including EERI, SPUR, and SEAONC. This is Hayley's second year co-chairing the SEAONC SE3 committee.

Natalie Tse, S.E., LEED AP
2015-2016 SEAONC SE3 CO-CHAIR & CO-FOUNDER, 2018-2019 NCSEA SE3 OUTREACH LEAD

​Natalie is a California Licensed Structural Engineer with a broad range of design experience in educational, commercial/retail, residential, science and technology sectors.  She joined Tipping Structural Engineers in Berkeley, California as a Project Manager in 2017.  Natalie's portfolio includes the structural design, assessment, and seismic retrofit of over 35 school campuses, a mission critical laboratory and office building, and the design of a new wood-framed cathedral over concrete post-tensioned podium. Natalie is deeply passionate about innovative solutions, well-integrated and cost-effective designs, responsiveness during construction, and open communication.  She is profoundly committed to learning, mentoring, building strong relationships, family, and giving back to the community.

Ji Su Lee, Arup
SYMPOSIUM SESSION LEAD, ​2017-2018 NCSEA SE3 OUTREACH LEAD,

Ji Su is a Structural analyst/risk consultant with Arup's Advanced Technology + Research team. 

She primarily works in the area of probabilistic risk assessments, delivering resilient solutions that can save lives and communities in the face of natural disasters. She is also exploring digital tools that can help our society prepare for natural disasters and enable more efficient recovery. She often works as an intermediary between structural engineers, project managers, and full stack developers to create software solutions for the built environment.

Ji Su is excited that she gets to work on projects that matter and help shape a better world. With respect to SE3, she is
 deeply passionate about create and maintaining diverse and inclusive work environments.

Brylle Jan Cabacungan, P.E.
SYMPOSIUM SPONSORSHIP CO-LEAD

Brylle is a Project Engineer at KPW Structural Engineers in Oakland. He is a licensed civil engineer and earned his Bachelor’s degree in Civil Engineering at the University of the Pacific in 2013 and his Master’s degree in Structural Engineering at the University of California, Berkeley in 2014. Brylle has worked on a large variety of projects, primarily data centers, laboratories, and other facilities to serve the biotech industry.

Brylle is an active member of the Structural Engineers Association of Northern California (SEAONC), a contributing member of the SEAONC SE3 Committee, has served on the American Society of Civil Engineers (ASCE) YMF Board, and is part of the Civil Engineering Industrial Advisory Council at the University of the Pacific.

Karen Vogt-Wilcox
SYMPOSIUM DOCUMENTARY LEAD

Karen Vogt-Wilcox is a Structural Engineer at Simpson Gumpertz & Heger Inc in their Oakland office. She is a licensed structural engineer in the state of California, and earned her Bachelor’s degree in Architectural Engineering from Cal Poly San Luis Obispo. Since joining the firm in 1996, she has worked on a variety of both new construction and seismic retrofit projects.  In addition to design work in the commercial, residential, education, and industrial sectors, her work has included peer review and fall protection assessments. Karen is the current Treasurer for the SEAONC SE3 committee; she has been an active member of the committee since 2017.   She is a past chair of SEAONC’s Disaster Emergency Services Committee and is a registered OES volunteer for post-earthquake assessments.  Karen volunteer teaches with the Engineer’s Alliance for the Arts Bridge project.
